- 82 - Summer Series BONUS Episode | Connectivity in EM - Interview with Jeanne O’Donnell
Thanks for joining me this week for this Bonus Episode in our Summer Series! We tie together many of the themes we’ve been talking about over the course of the last six episodes, particularly how diversity in backgrounds and expertise is important in EM and how all different fields come together to influence and add to the Emergency Management conversation.
My guest this week is Jeanne O’Donnell, Program Manager at LA County Office of Emergency Management. Having worked in the field for over 25 years, 16 of those at the LA County OEM, Jeanne has such a wealth of experience and information to share. She has worked as an EOC Coordinator, a Section Chief, and in various other positions during activations and exercises. She has also led the development of a number of countywide disaster plans including mass fatality, volunteer management, animal response, and donations management.
In this episode we talk holistically about how Emergency Management overlaps with other fields, how these various perspectives and knowledge bases can be helpful for creative problem solving, and how we can create an environment for all stakeholders involved to work together. Jeanne shares wonderful stories and examples from her career and has great advice to share with EMs at any point in their journey to learn more.

I’m so excited to welcome to the podcast this week my guest, Sarah Thompson. Sarah is the Senior Manager of Operations in Relief and Recovery at the Canadian Red Cross in Ontario, Canada. We focused a lot of our conversation around the topic of data and the importance of good data management.
We also discussed how data can be used as the foundation for effective communication in Emergency Management, making sure that we and the teams we work with develop skills or work with experts in organizing and interpreting data so that we are able to pull valuable insights from the information that we have access to.
Finally, Sarah also shares some insights from her experience in organizing deployments for the Red Cross as well as some advice and lessons that she has learned throughout her career.

This week on EM Student I am talking to Jason Ferguson, a servant-leader with over 17 years of experience across the Public Health, Emergency Management, Higher Education and Veteran Service sectors. In his career, he has fostered safe, healthy, and vibrant communities on university campuses; increased access to affordable medications and housing for under-resourced individuals living with HIV/AIDS; helped military veterans reintegrate into civilian life by training them for domestic and international disaster response missions; and assisted communities in the cycle of preparing for, responding to, recovering from, and mitigating against disasters of all types.
In our conversation, we talk about his experience working in the private and public sectors, both at his current position as the Deputy Director of Emergency Management at SnapNurse, and in his previous roles. He gave me an overview of what it is like to work at these various types of organizations and had some great advice for people entering the EM field.

We are currently in week two of the EM Student summer break, so we are revisiting a great episode called See Change Clearly: Leveraging Adversity to Sharpen Your Vision and Build Resilient Teams. In this episode, a former host of EM Student, Irene Conforti, interviews Jacob Green about his experience in the Emergency Management field and about his book, the title of which is where we got the name for this episode.
As we have talked about many times on the show, people’s paths to the EM field are quite diverse, and Jacob’s path started early. He began by taking part in his local police explorer program as a teenager, volunteering with the Red Cross, and then in college working as a police dispatcher, all of which helped develop his interest in public safety.
Once in college, Jacob conducted research on the effects of disasters on vulnerable populations and made his choice to pursue Emergency Management as a career. He reached out to Emergency Managers in this area for informational interviews and took advantage of opportunities for internships in local government, soon working his way up to his current role. He talks about his process and gives advice that newer emergency managers, and frankly entrants to any field, can use to reach out, network, and leverage the opportunities available to them.
Irene also asks Jacob to talk about his book, his philosophy on team building and the strength of cognitively diverse teams, the value of volunteering and interning, and the future of EM. It’s a fascinating episode packed with practical advice, tips, and interesting ideas. I hope you enjoy it as much as I did

As we mentioned during last week’s episode, EM Student is going on hiatus while busy researching and recording new episodes for you! For this week’s episode and the next five weeks, we are re-airing episodes from the EM Student archive. I’ve gone through and listened to all of the episodes I could get my hands on and have chosen ones that I think you’ll find interesting and helpful.
The episode that I am featuring today is called The National Response Framework, and it aired in September of last year. I chose this episode as the first in this curated series because Dan Scott interviews professor Jude Cole. Professor Cole has a wealth of knowledge and experience in emergency response and emergency management, having worked in these fields for over 40 years. Her resume is impressive and extensive, but both she and Dan cover all of the amazing work that she has done in her career, so I will leave it to them to go into detail during the episode!
During her interview with Dan, Professor Cole provides a rich history of Emergency Management in the United States, explains how it parallels her own career and the development of the National Response Framework, and describes the impacts that she has been directly involved with to help shape and guide Emergency Management planning in the US.
She also gives an overview of the master's degree program that she is a part of at CSU Long Beach, where students can earn a master's degree in Emergency Services Administration. If you consider pursuing a higher-ed degree in emergency management, pay special attention around 9 minutes into the interview for more information. The program is based in California but has been online for 10 years to accommodate students from other locations and time zones.
One other note, the episode about the under-representation of women and people of color in the EM field that Dan mentions at the beginning of the episode and that Professor Cole mentions during the episode will appear again in a few weeks, so keep your eye out. For it!

Arkansas Tech University has offered a Bachelor of Science degree in Emergency Management since 1997. In this program, students will explore emergency planning and preparedness, cultural considerations and natural human behavior, appropriate responses, political and legal applications within the field, and ethical foundations for emergency management professionals. The degree is available both on-campus and through distance education, which has received approval as an online degree program through the Higher Learning Commission of the North Central Association of Colleges and Schools.
The program employs the comprehensive emergency management approach (four phases and all hazards) required for various careers in the private sector, non-profit, and government agencies ranging from the local to federal levels. Some of these applications include business continuity, cybersecurity, risk assessment, preparedness, and planning.

Involvement in disaster research at North Dakota State University extends back to 1979 when departmental faculty received National Science Foundation funding to study the impact of a large tornado in Texas. The establishment of a specific Emergency Management curriculum, however, began in 2001 when the State Board of Higher Education approved a minor in Emergency Management. In 2003 the State Board approved proposals to offer bachelor’s, master's, and doctoral degrees in Emergency Management. As a result, NDSU became one of the many undergraduate programs in Emergency Management, one of the few with master’s degrees, and the only doctoral degree in the United States that was specifically granted in Emergency Management. The first bachelor's, master's, and doctoral degrees were awarded in 2004, 2006, and 2009, respectively.

He holds an appointment as associate director of the National Preparedness Leadership Initiative (NPLI), a joint program of the Harvard T.H. Chan School of Public Health and Harvard’s Kennedy School of Government and as Instructor at the Harvard T.H. Chan School of Public Health. Eric teaches in numerous executive education and graduate level courses at Harvard as well as at M.I.T and the University of California, San Diego. He speaks to executive audiences around the world about the challenges of leading in fast-moving, unpredictable circumstances.
Eric is co-author of the book, You’re It: Crisis, Change, and How to Lead When it Matters Most (PublicAffairs, June 2019) and author of Three Critical Shifts in Thinking for the Evolving Leader (O’Reilly. 2015) and Your Critical First 10 Days as a Leader (Safari, 2015). He is also the co-author, along with Dr. Leonard Marcus and Dr. Barry Dorn, of the second edition of Renegotiating Health Care: Resolving Conflict to Build Collaboration (Jossey-Bass, 2011). Eric is a co-author of a chapter on meta-leadership in the McGraw-Hill Homeland Security Handbook (2012) and many articles on leadership, decision-making, and negotiation.
Eric’s columns on leadership and management appear regularly at strategy+business, where he is a contributing editor. He seeks to stimulate honest conversations and return humanity to organizations. He has particular expertise in leading as a subject matter expert, whether a physician, engineer, or preparedness and response executive.
Eric holds a Bachelor’s Degree in Economics (with honors) from the University of Massachusetts at Amherst and a Master’s degree in Leadership from Lesley University.

Jen Covino is the President of Simon and Company, Inc. In that role, Jen provides strategic guidance to local elected officials and public administrators as they develop and implement federal affairs agendas. She serves as a liaison to the Administration and Congress on behalf of the municipal interests she represents. Jen oversees legislative advocacy, regulatory analysis, the federal grant application process, and coalition-building efforts. She first joined the firm as an Associate in 2011 and then served as Director of Intergovernmental Affairs and Vice President. Leading a woman-owned lobbying firm, Jen is strongly committed to advancing opportunities for women and other underrepresented groups in the field of public policy. Jen started her career at TranSComm overseeing transportation planning, grant administration, and public engagement. Today, we're discussing leadership styles. I believe once you know your style, it is much easier to learn how to lead with it. But before you can take the reins, you need to know what your leadership style really is, and how you can take that leadership style and use it, and implement it, into your daily work, with your team. When you think about leadership, you always think of the classics, when it comes to things that we read, or I read in college, in my master's program for public administration. And I'm only going to talk about two of them.
One of them you don't think about as somebody who's leadership, as Peter Drucker, he's more of that management style. But at the end, he kind of came around to the idea of what leadership really is, and he has his idea styles. And the other one is Lewin, Kurt Lewin, and this happened in 1939. So, a lot of these studies on leadership happened during this really terrible time in the world's history, right? The Great Depression was going on, World War II was just starting to kick off, and so they're doing research into what leadership really is.
