The Chinese know a thing or two about face. Therefore they clearly understood the message put out by India in the aftermath of the air strike on Balakot in Pakistan on Tuesday, 26 February. This was aimed at making it easy for Islamabad to walk away from confrontation. The official statement put out by South Block invoked the doctrine of self-defence, enshrined in Article 51 of the UN Charter. It described its strikes on one of the “biggest training camps of JeM in Balakot” as “non-military pre-emptive action” provoked by the imminent danger that India believed it confronted. India has served Pakistan the proverbial dish of ‘badla’ (revenge) – how cold it was, and how accurately aimed, are still being debated. Pakistan also took its ‘badla’ by retaliating. But where do we go from here? After the savage terror attack by a suicide bomber belonging to Pakistan-based Jaish-e-Mohammed on a CRPF convoy at Pulwama in Kashmir on 14 February, in which 40 jawans were martyred, the one word most heard on Indian TV channels was ‘badla’ (revenge).  Some eminent Indian commentators made the word more popular by evoking the proverb − “Revenge is a dish best served cold”. In the face of a gravely provocative and hostile act of aggression – such as the terrorist attack on a CRPF convoy in Pulwama in Jammu and Kashmir on Thursday, 14 February, – a mature nation should display five qualities. Unity. Fearlessness. A steely resolve to punish the aggressors. A complete lack of hatred, revengefulness and triumphalism. And readiness to understand and address the root cause of the problem. India has shown some of these qualities – to be precise, the first three in the list. That’s heartening. However, more work is needed to develop the remaining two. The IAF’s recent run of ill luck hit a new low on 19 February 2019, when two Hawk AJTs from the Surya Kiran Aerobatics Team (SKAT) crashed at Yelahanka after a mid-air collision during rehearsal. It’s blue skies (RIP) for one of the pilots while two other pilots ejected safely, albeit with injuries. A Mirage 2000 crash on 1 February at neighbouring HAL Airport claimed two young test pilots from ASTE. Soon after, a MiG 27 crashed on 12 February near Jaisalmer (pilot ejected safely). Now this fatal accident coming a day before inauguration of Aero India 2019, has thrown a long shadow over the proceedings. The suicide bomb attack that killed around 40 CRPF jawans in Pulwama is easily one of the most serious attacks the security forces have faced in Jammu & Kashmir since the beginning of insurgency in 1990. Comparisons are being made with the J&K Legislative Assembly attack in 2001 that led to the killing of 38 people. The media has given saturated coverage to the Pulwama terrorist attack. This is not unnatural because it was the deadliest single action against the security forces in almost three decades of Pakistani sponsored terrorism in Jammu and Kashmir.  But the way the media is running the terrorist action once again raises the question of how such grievous actions should be covered. Even as we were discussing the new Indian Army sniper rifles under induction, it was certain that a change in character of the proxy war in Kashmir would take place sooner than later. Pakistan’s deep state masterminding the actions of terrorists in the Valley had already experimented with targeting of local policemen and soldiers on leave. For long, analysts were anticipating the return of one of the most effective weapons of sub-conventional conflicts: the improvised explosive device or the IED and its derivative, the car bomb. For a speech that US President Donald J Trump told supporters was likely to contain as much as “40 to 50 percent” foreign policy, the actual State of the Union address gave foreign policy short shrift. As Trudy Rubin of the Philadelphia Inquirer noted, the foreign policy part of the speech comprised around sixteen minutes of the nearly ninety-minute address. Some weeks ago, I participated in an internationally-acclaimed conference attended by delegates from all over the world. The curator of the conference boasted that forty percent of the delegates were women. (I’m not sure what technicalities prevented full gender parity.) The Supreme Court on Monday dismissed a plea filed by a former DGP of Uttar Pradesh seeking an order to the Election Commission of India to ban roadshows and bike rallies during polls. Singh, a former Director General of Police of Uttar Pradesh, said in his petition that roadshows and bike rallies violate EC's instructions and cause damage to the environment. The bench said that they wouldn’t entertain the plea. The BJP has released its list of candidates for two parliamentary constituencies and nine Assembly constituencies in Odisha. Kharbela Swain, who joined the BJP on Monday itself, would be contesting from the parliamentary seat of Kandhamal. Meanwhile, former Odisha DGP and DG CRPF Prakash Mishra would be contesting from the parliamentary constituency of Cuttack. He joined the BJP on Sunday. Tripura Congress President Pradyot Kishore has announced that the Congress and the Indigenous Nationalist Party of Tripura (INPT) are forming an alliance for the Lok Sabha polls. Today the Supreme Court asked the Election Commission to file an affidavit on why physical verification of VVPAT paper trail should not be extended to more than one polling station per Assembly segment. The EC has till 28 March to file the affidavit. The apex court also asked the poll body to give reason for its satisfaction on the existing arrangement of sample survey of one EVM with VVPAT per assembly segment. Odisha Chief Minister and BJD Chief Naveen Patnaik files nomination for the Bijepur assembly constituency at the Padampur Sub Collector office in Bargarh. He had earlier filed his nomination for the Hinjili assembly constituency as well. Nationalist Congress Party (NCP) releases list of star campaigners for Lok Sabha elections for Maharashtra. Sharad Pawar, Praful Patel and Supriya Sule feature on the list. Paralympian Deepa Malik and INLD MLA Kehar Singh Rawat joins Bharatiya Janata Party (BJP). Nara Lokesh, Andhra Pradesh IT Minister and son of CM N Chandrababu Naidu also filed his nomination to contest in the Andhra Pradesh Assembly Elections from Mangalagiri constituency in Amaravati. Ananda Bhaskar Rapolu, former Rajya Sabha MP from Telangana, resigned from the primary membership of the Congress party, on 22 March. The Madras High Court dismissed the petition seeking to defer the election date for the Madurai parliamentary constituency, citing the Chithirai festival. Son of Tamil Nadu Fisheries Minister D Jayakumar, and sitting MP from south Chennai, J Jayavardhan filed his nomination papers for the south Chennai parliamentary constituency in the 2019 Lok Sabha elections, on 22 March. In 2014, Gujarat unanimously voted for their Chief Minister Narendra Modi during the General Elections helping the saffron party clinch all 26 Lok Sabha seats in the state. However, in 2019, although Modi is the Prime Minister of the country, Gujaratis are visibly miffed especially in South Gujarat. South Gujarat is not only a fertile strip of land with a bi-annual yield, it’s also one of the most heavily industrialised regions in the country. Now, three major infrastructure projects of national significance are currently underway in South Gujarat, which will eat into fertile land and has drawn the ire of several farmers. These projects are: The Mumbai Ahmedabad High Speed Rail Corridor (Bullet Train Project), The Mumbai Ahmedabad Expressway and the Dedicated Freight Corridor (DFC) on the Delhi-Mumbai Industrial Corridor (DMIC). Except for the Bullet Train project, land acquisition for the other two projects has been completed, albeit, the farmers have dragged the state government to the court.
